Updates from The Office

We’re into the second month of the new year and so much has happened. Here are a few highlights.

Office re-opened to foot traffic:
Due to illnesses in the office, we had temporarily closed the office to foot traffic. We are happy to announce that we are fully open once again. We ask that you wear a mask when in the building and if someone is already at our counter that you respectfully wait outside to limit the number of people inside.

Stage II Water Conservation:
As of Tuesday, February 1, 2022 Pine Cove entered into Stage II of Water Conservation.

Stage II is mandatory compliance.
Customers are required to limit irrigation of outdoor plants and gardens to the period between 6pm and 8am daily and stop all water runoff. Customers cannot fill or refill swimming pools except the small amount needed to replace evaporation in already filled pools. Vehicles can only be washed using a bucket and a hose with a shut-off nozzle. Immediate repairs must be made to any and all leaking water lines and faucets in household plumbing and yard piping. Customers must also cease watering native vegetation and unplanted areas for dust control. Restaurants shall only provide drinking water to patrons upon specific request.

Billing Charges increased:
Effective 2/1/2022, the bi-monthly minimum will be $77.00 for two month billing period, excluding any water usage. Water usage will be billed as follows:
$7.00 per thousand gallons from 0 to 7,500 gallons
$9.00 per thousand gallons from 7,500 to 15,000 gallons
$11.00 per thousand gallons over 15,000

Special Rates and Charges (Resolution #561)
Normal Customer Requested Turn On or Off; changed from $15 to $20
After Hours customer Requested Turn On or Off; changed from a minimum of $40 to a minimum of $50
Delinquent Turn On/Off; changed from $75 to $90
Transfer Fee; changed from $45 to $60
Where more than one (1) Premises exists or is located on a Parcel, a unit charge of $20.00 will be assessed for each separate Premises in addition to normal water use charges for the Parcel, as prescribed in the Rates Schedule.

Personnel change:
General Manager Jerry Holldber has retired as of 12/31/2021
Jeremy Potter has taken the position as our new General Manager as of 1/1/2022
Chris Dumas has been promoted to Leadman
Jensen Beri has been put on full time / permanent status
Gracie, our official Mouse Patroller has a new home with Kat Garver
And we have welcomed our newest office pet – Mousekewitz; a little chihuahua-mix dog

February Billing

February billing went out this week. If you get emailed bills, you should’ve already received yours.

This months mailed billing includes a reminder that we still have a limited amount of rain barrels left for sale. If you are interested in buying one, they are $76 by check or cash upon pick up at the office.

You will also notice that we are in the next stage of Resolution #534 for increased charges.

You can log on to your account online, and pay with a Visa/Mastercard/Discover, or E-check. To register your account online, you will need your account number, and the Municipality Code which is PineCoveWDCA. Go to www.pcwd.org and click the “Billing” tab and the Payment option link. Next, click on the www.ub-pay.com link and register your account from there. You can come into the office and pay by check, cash, or card. One person at a time with a mask. Call with a credit/debit card. Drop payments thru the slot on the front door or mail a check or money order. Please note that there is a convenience fee of $3.00 per hundred dollars charged if using a credit card.

December Billing

October Billing

October billing went out this week. If you get emailed bills, you should’ve already received yours.

This months mailed billing includes a notice from Cal Fire regarding Wildfire Actions and Low cost Retrofitting and Defensible Space. In case you don’t get the paper mailing, I’ve attached those items here.

Office Closed to Foot Traffic

A letter from General Manager Jerry Holldber

Dear Valued Customer:
The ongoing and recent rise of Covid cases in the Idyllwild/Pine Cove area concerns me very much. So in an abundance of caution, the Pine Cove Water District office will be closed to foot traffic starting Friday, October 1st until further notice.

We are still operating normal business hours (9am – 4pm) inside the office. You can communicate with us by email, phone, fax, and through the mail slot in the front door.

August Billing

August billing is going out this week. If you get emailed bills, you should’ve already received yours.

This months mailed billing includes a notice of Possible Water Conservation Changes, a family friendly Wildfire Readiness event on August 7th, a flyer from the fire department with Wildland Fire Safety for Your Livestock and Pets, as well as an informational brochure from National Weather Service San Diego with helpful information. In case you don’t get the paper mailing, I’ve attached those items here.

Update from The PCWD Office

Welcome to Summer!!
The sun is shining, the plants are blooming, and we are looking forward to seeing happy faces outside.

While the mask requirements have eased across the state, we are still staying extra diligent with asking people to mask up before coming into the office and limit amount of people that are in at a time.

Have you lost a pair of reader glasses? We have a pair here in the office that were left.

Bills are due July 1st. There is a $15.00 late fee that will be applied to all accounts that are not paid by the due date.
At this point, I’m not sure I would rely on the postal service to get your check to us in time but you can always drop off your payment night or day by coming in and saying hi or thru the slot on the front door.
You can log onto your account online and pay with a Visa/Mastercard/Discover, or E-check. There is a merchant fee of $3.00 per hundred spent for this option. To register your account online, you will need your account number and the Municipality Code of PineCoveWDCA. Go to our website at www.pcwd.org and click the “Billing” tab. Follow the links from there.
If you are signed up for the ACH Auto Draft payment option, your bill will be automatically paid on the 1st.

ACH Automatic Payments

Are you interested in hassle free bill paying? Pine Cove Water District has you covered. The end of credit processing fees, worrying about payment due dates, writing and mailing checks, setting up bill pay with your bank and say good bye to late fees. We now offer ACH automatic payments free of charge that are directly linked to your checking or savings account. Water bills are generated the beginning of every even month and you will still receive a statement of your records that says DRAFT BILL. Payment for your account will be automatically deducted on the 1st of every odd month. (depending on weekends and holidays payment may be after the first) Many have signed up for ACH and we have received overwhelming positive feedback.

Winter is here…. friendly reminder from PCWD

The cold weather has finally arrived. We advise all of our customers to turn your customer valve off by the meter when you leave your mountain home. Forgetting to turn off your water during the winter season increases the risk for burst pipes and damage to your home. When water freezes in a pipe, it expands. If it expands enough, the pipe bursts, water escapes and serious, costly damage is the result. If don’t know where your customer valve is we would be happy to send a field worker during regular office hours to come show you or if you need your customer valve shut off we can shut it off for you for a small fee of $15. In the unfortunate event that a pipe does break any and all water that is lost will be the responsibility of the customer to pay for. PCWD does not forgive any water usage even if it is from a burst pipe. As always feel free to contact to office for any questions or concerns regarding your water bill, usage or winterizing your home.

Stage 1 Conservation

The June bills have been mailed and the Stage One water conservation rates will be in effect.  What does this mean for you?  Not much.  Since we use a tiered rate system, the rates in Stage One do not increase until the 18,000 to 24,000 gallon level.  Most customers will not see an increase in their bill unless they use a large amount of water, so most customers will not notice the increase.  If you use less than 18,000 gallons each billing period, your rates will not increase.

Remember, Stage One is voluntary compliance.  We are asking you to conserve water whenever possible.  By conserving water voluntarily now, that means there will be more water later and conserving now could possibly mean that moving into Stage 2 could be delayed or possibly avoided altogether.  Our goal here at the Pine Cove Water District is to be sure that there is always an adequate amount of water for everyone.  If we work together, we can get through these tough water times.

We have water saving kits available here in the office, free to all Pine Cove water customers.  Just stop in and ask for yours today.  Our office is located at 24917 Marion Ridge Road here in Pine Cove.  We are right next to the fire station.  Our blog and website also offer many excellent tips and suggestions for saving water indoors as well as outdoors.  So we hope you will comply and voluntarily conserve water.
